The International Rugby League (IRL) was founded in its current form in 1998, consisting of 10 full members.[citation needed] The federation currently consists of 35 members (14 full and 21 affiliate), and 24 observer members.

- ^ Russia's Association of Rugby League Clubs obtained full membership status in 2013.[1] They were suspended from international competition in 2022 following the Russian invasion of Ukraine,[14] and their reclassification to affiliate membership was confirmed in 2024.[10]

- ^ The Spanish Rugby League Association was admitted as an observer member in 2013 and obtained affiliate membership in 2015.[23] They held affiliate membership until they were reclassified as observers in 2024.[10]
