Why are yuo thinking tñat Russian form is more correct?

As a matter of fact, I don't think it is more correct per se. However, since Tatarstan is a part of Russia, Russian names should be given first. Tatar names are, of course, necessary, because Tatar is also an official language in Tatarstan.

Kazan districts were commented out because they should belong to the article on Kazan (or separated into a new article, if you prefer), not here.

Please let me know if you have any concerns on my user page and delete this comment when you have read it (it is really not a place for it, and I don't want move it to your user page since you logged in anonymously). English or Russian are fine (sorry, I do not speak Tatar).
