Added Civil War section

Instead of a single sentence, Willich deserves a larger mention of his role in the Civil War. He was a prominent recruiter, and was responsible for hundreds of Germans in joining the Union Army in southern Ohio and Indiana. I restyled the article to be in compliance with other Civil War biographies and added text. I will add more in the future as part of the Ohio in the Civil War segment of WikiProject:Ohio.
